Meuhedet C is an exclusive plan for additional health services (supplementary insurance) designed on the basis of information collected from Meuhedet
members and tailored to members' medical needs and aspirations. The plan has been carefully scrutinized and approved by the Ministry of Health. There
are no restrictions on age or health condition as a requirement for joining the plan.
Insurance plans offered by the commercial insurance companies provide a limited basket of services, usually focused on rare medical services that there
is little chance one will need. The other health funds provide a basket of services that is considerably inferior to the one offered to Meuhedet members.
The combination of the Meuhedet Adif and Meuhedet C plans provides members with comprehensive medical coverage for all of their needs, from childhood
through old age.
The plan also covers rare conditions defined as "catastrophic," such as transplants and life-saving surgery abroad, while providing maximum coverage for
routine medical services. The plan also encourages behavior that prevents disease and promotes the health and well-being of Meuhedet members.

General information about the plan
Meuhedet C (or "Premium Plan") is the most comprehensive insurance plan for supplementary health services in Israel. The plan offers surgery at private
hospitals with very low copayment, the option of having any operation in the basket carried out abroad, extensive child development services, a basket
of oral rehabilitation services, etc.
A recent survey by the Brookdale Institute in Jerusalem found that the percentage of Meuhedet members using medical services in the framework of its additional
health services (AHS) insurance plan (supplementary insurance) was considerably higher than the percentage among members of the other health funds. Meuhedet was
not surprised by these figures. Meuhedet puts considerable time and effort into planning medical services to suit the needs of its members, and has always included
essential services in its AHS basket, rather than limiting it to relatively rare procedures that members are less likely to require. The medical services offered to
date in the framework of Meuhedet Adif (Hebrew for "preferable plan") have enabled Meuhedet members to expand the basket of services offered in the framework of the
law. In view of the importance of these services, Meuhedet offers this plan to its members for the lowest possible monthly premium. This means that the majority of
Meuhedet members are able to join this plan, but effectively prevents further expansion of it.
Special bonus for Meuhedet members
Budgetary constraints in the Israeli public health system are a well-established fact. At the same time, the health market is very dynamic, with frequent changes due,
among other factors, to the pace of new technological developments and the transformation of the world into a "global village," making it possible to disseminate
medical knowledge and provide health services on an international basis. Regrettably, with the limited resources that the state has made available to the public
health system, and with the relatively low premium charged by Meuhedet for its Meuhedet Adif AHS plan, there are certain services that we cannot afford to give our
members. We cannot make the latest and most technologically advanced equipment available, or allow members to receive on a regular basis costly drugs that are not
registered in Israel, or to expand treatment options abroad, or to provide surgical patients, as necessary, with the modern implants offered at private and public
hospitals today, etc.
The growing gap between modern treatment options and the state's ability to fund them, compounded by the requests received from our members, resulted in the need to
create an additional supplementary health plan to go beyond the basic basket of services offered under the law and beyond the basic essential basket provided in the
framework of Meuhedet Adif. As usual, we did not simply rely on the general information about medical services offered by commercial companies or by other health funds.
We wanted to know what medical services our members consider essential. To this end, research was conducted involving a representative sample of Meuhedet members.
In putting a plan together, we also took into account the medical services mentioned by our members in response to a request for suggestions published in the Meuhedet magazine.
A relatively high percentage of members requested further expansion of the range of medical services provided abroad, surgery in private hospitals in Israel with a very low copayment,
dental services, and services for children and pregnant women.
On the basis of the above, Meuhedet decided to offer Meuhedet C (our premium plan) -- the most comprehensive health insurance plan in Israel. This plan is unique, and tailored to
the needs of Meuhedet members of all ages and to their state of health.
What does the plan include?
The plan includes benefits in many areas. For example, it enables surgery at private hospitals in Israel with a very low copayment, and expands the services offered in the
framework of the Hadassah private medical service (Sharap).
The plan allows members to receive advanced implants not included under the National Health Insurance Law, at private and public hospitals. It also allows for plastic surgery
with significantly lower copayments than the regular rates. Members insured under the plan will be entitled to consultation with a Hadassah private medical service consultant,
free of charge.
Treatment abroad
The plan allows for any surgery listed in the basket under the National Health Insurance Law to be performed at a medical center abroad. In cases of serious illness, Meuhedet
offers free assistance in choosing a medical center abroad, including the names of three appropriate medical centers and three well-known experts in the relevant field of treatment.
Medical services for children
The plan's child development coverage has been significantly expanded, and includes diagnosis of attention deficit disorders, and treatment for bedwetting. Formulas for infants
up the age of 2 that are not covered under the National Health Insurance Law are also included. In addition, hydrotherapy treatments (beyond that provided in the basket), music therapy,
art and animal therapy, and therapeutic riding are also offered, as well as preservative dentistry for children up to the age of 12.
Women, pregnancy and childbirth
Members insured under the plan are entitled to fetal ultrasounds in both the first and second trimester, nuchal translucency scans (even if the pregnancy is not multiple-fetus),
and private Caesarean section through the Hadassah private medical service after the third birth.
Prevention
The plan places special emphasis on prevention. For example, it encourages a lifestyle that contributes to and promotes good health and well being. To this end, the plan expands
the options for receiving nutritional advice and provides rehabilitation for sports injuries, rehabilitation exercises after myocardial infarction, and workshops and courses
promoting a healthy lifestyle.
The plan also offers periodic health checkups every two years, even if there are no medical circumstances warranting it by law, as well as oncogenetic testing, even if there is
no entitlement under the National Health Insurance Law.
Another record! Private health service (Sharap)
Meuhedet provides enhanced service for Meuhedet C (Premium Plan) members. An agreement is currently going into effect under which Meuhedet C members are entitled to a 90% reduction
in the standard cost of the private health service (Sharap) at Hadassah Hospital in Jerusalem.
Sharap is a private medical service offered within the public hospitals in Jerusalem. Patients can choose the surgeon who will operate on them or perform various invasive procedures.
The surgery itself is performed in Hadassah Hospital operating rooms, by hospital staff.
All Meuhedet members with Meuhedet C supplementary insurance are entitled to make use of the new service, regardless of where they live. Meuhedet C members who plan to undergo surgery
or treatment in the framework of the Hadassah Hospital private medical service will be given a pledge by Meuhedet to pay the bill. When this pledge is issued, members will be required
to make a copayment that does not exceed 10% of the Sharap rate.
A diverse range of medical treatments is available through the Sharap. The doctors working in the Sharap framework are renowned specialists in their field and senior members of the
Hadassah medical staff.
With the signing of this agreement, Meuhedet is improving the service to members insured under the Meuhedet C additional health services plan in a number of important aspects,
including a 90% reduction in Sharap rates, and a greatly expanded list of treatments and surgery, which also includes those that thus far were only available within the private medical
service framework, as well as scrapping the need to pay the Sharap directly and only afterward receive reimbursement from Meuhedet. This agreement is part of the process of expanding
and improving the additional health services in general, and Meuhedet C in particular.
Advantage over the other health funds
As stated, the plan is highly varied and offers many essential services. The plan puts Meuhedet C members at an advantage over members of the other health funds and over
customers of the insurance companies. Because Meuhedet C members are also covered by Meuhedet Adif, this creates an ideal and unique combination compared with the other
