Entitlement to transfer
According to the agreement signed between Meuhedet and the National Insurance Institute of Israel, new members can register with Meuhedet at post office branches.
All Israeli residents are entitled to transfer from one health-care provider to another, provided that they have been registered for at least six months with the health-care
provider which they wish to leave. The health-care provider must accept all Israeli residents wishing to register with it as members, and may not make its acceptance
conditional in any way, including with regard to the resident's age or state of health. Employers may not require their employees to be members of a particular health-care provider.
How does the transfer between health care providers take place?
The transfer from one health-care provider to another is carried out by means of a transfer notification form that can be obtained in post
offices. The application to transfer from one health-care provider to another is filled out on this form and handed in at the post office.
Submission of the form entails a fee.
Dates on which transfers come into effect
The law sets out six dates during the year when registration of the transfer from one health care provider to
another comes into effect. These dates are:
January 1, March 1, May 1, July 1, September 1 and November 1.
For people registering for transfer between September 16 - November 15, registration will come into effect on January 1.
For people registering for transfer between November 16 - January 15, registration will come into effect on March 1.
For people registering for transfer between January 16 - March 15, registration will come into effect on May 1.
For people registering for transfer between March 16 - May 15, registration will come into effect on July 1.
For people registering for transfer between May 16 - July 15, registration will come into effect on September 1.
For people registering for transfer between July 16 - September 15, registration will come into effect on November 1.
People who transfer from one health-care provider to another may transfer again if they wish, but can only be accepted as members of the new health-care provider
six months after the transfer to their current health-care provider comes into effect.
Cancellation of a transfer notification

To cancel a transfer coming into effect on January 1 - the cancellation request must be submitted by
November 15.
To cancel a transfer coming into effect on March 1 - the cancellation request must be submitted by January 15.
To cancel a transfer coming into effect on May 1 - the cancellation request must be submitted by March 15.
To cancel a transfer coming into effect on July 1 - the cancellation request must be submitted by May 15.
To cancel a transfer coming into effect on September 1 - the cancellation request must be submitted by July 15.
To cancel a transfer coming into effect on November 1 - the cancellation request must be submitted by September 15.
After cancellation of the transfer notification, a transfer notification request from one health-care provider to another of the insured's choice can once again be
submitted, but registration with the new health-care provider will only come into effect when the next acceptance date rolls around.
Members' rights when moving between health care providers
Insureds are entitled to receive all the services due to them from the basket of services of the health-care provider that they wish to leave until the transfer comes into effect.
When the transfer comes into effect, they are entitled to all the services included in the basket of health services of the health-care provider that they have joined, without
any restrictions or stipulations (the aforesaid does not apply to supplementary insurance).
